French Data Protection Supervisory Authority- CNIL’s list of not necessary DPIAS

​The Commission nationale de l'informatique et des libertés published on October 22nd, 2019 a non-exhaustive list of processing activities not necessarily requiring DPIAs, such as: 


  • HR managing and administrative activities for companies counting less than 250 employees (profiling activities and use of biometrics stay subject to DPIA);
  • Supplier relationships; 
  • Managing of municipal electoral lists;
  • Activities related to work councils and establishment committees;
  • Processing operations carried out by NGOs, non-lucrative organizations and foundations, other than those requiring the processing of special data categories;
  • Health professionals, performing individually their activities, or within pharmacies or in a medical biology laboratory;
  • Processing operations carried out by attorneys- at- law during their individual activity;
  • Commercial Courts-Registrars-related processing activities;
  • Notaries and their documental activities;
  • Administration of both private and public school, extracurricular and early childhood businesses;
  • Management of physical access controls and timetables aimed at working time calculation (except for the activities involving biometric devices or the processing of special or highly personal data);
  • Use and installation of breathalyzers, aimed at the sole avoidance of the use of alcohol or drugs when driving (e.g. truck drivers). 

The list is the result of a project carried out by France, Spain and Czech Republic’s supervisory authorities and which has been subject to the Opinion of the EDPB of July, 15th .
