The Portuguese CNPD has published its Multiannual Activities Plan for the three-year period from 2024

The Portuguese National Data Protection Commission ("CNPD"), after making the multi-annual activity plan available to the public for prior consultation, recently approved its Activity Plan for 2024. 

The CNPD, in its capacity as an independent administrative body, has legal personality under public law and powers of authority, to the extent that it has administrative and financial autonomy, and works alongside the Portuguese Parliament. It is therefore very important to take into account the activities of this body, which controls and oversees compliance with the GDPR.

According to the published plan, the project is based on three strategic objectives:
  1. Contribute to strengthening the protection of citizens' personal data, ensuring greater public awareness of the CNPD's mission and the respective rights of data subjects, using strategic communication and new digital channels.
  2. Ensure an increase in the capacity for strategic observation of the risks and opportunities posed by the acceleration of technological innovation and the security of emerging practices and processes, through a greater gain in knowledge in the technological and innovation field characteristic of the Digital Age, promoting a regulatory framework that prevents and sanctions bad practices, in permanent dialog with academic and scientific circles.
  3. Reinforce and strengthen the regulation of personal data in Portugal, through collaborative mechanisms and cooperation with relevant national and international entities in order to increase knowledge and capacity for action, promote a culture of dialogue and transparency, and share information and knowledge.

The main activities that this entity intends to implement, with the aim of contributing to strengthening the protection of citizens' personal data, are the implementation of strategic communication and new digital tools, namely the launch of the "National Data Protection Training Plan", which is a platform created jointly for Parents and Teachers, and aims to improve the application and good understanding of the laws by the entire population, involving Portugal's sovereign bodies, the Ministry of Education and the local authorities.
Another platform that this entity intends to implement is the launch of a Campaign to Disseminate practical and simple measures for the responsible use of digital tools, as well as the opening of a "Priority Interaction Channel" on the CNDP's website, available online and easy to fill out, which facilitates access to the Commission for the youngest, in order to allow effective action against the dissemination of sensitive content regarding the personal data of children and young people.

There are also plans to reopen face-to-face customer service and to use artificial intelligence tools. Another platform that the CNP intends to create is an institutional profile for the CNPD on social networks and the creation of a "Data Protection Portal", which will provide the most relevant information for citizens and companies. Also noteworthy is the creation of a "national data protection training plan portal", the creation of a "data protection officer portal" and, finally, the creation of "CNPD Digital", which aims to ensure digital interaction between the CNPD and private individuals.

Both the GDPR, the national implementing law, and Law number 59/2019 impose a wide variety of legal responsibilities on data controllers and processors regarding the processing of personal data. That's why everyone should be on the lookout for the new features that this entity is about to implement.
