How the GDPR has affected the details published by the Finnish Tax Authority

​Finland generally prides itself on being a transparent an open society. A good example of this is something quite unique to this Nordic state. Personal tax record belonging to private individuals are public. 

This means that anyone may inquire how much an individual pays taxes in total in Finland. A person’s total income may easily be calculated from this sum All you need is their name and place of residence. Details pertaining to the previous calendar year are released every November.

As a result, a peculiar (one might also use the term unique) event takes place annually. Upon the Tax Authority releasing the details, a list of every induvial who has earned over EUR 100 000 is automatically sent to media outlets. These details are then published in newspapers and heavily scrutinized by both the media and the public at large Individuals had no effective method of preventing the disclosure.

The GDPR changed this setting slightly. The Tax Authority has interpreted the GDPR to mean that individuals may have the right to have their details published on the automated lists sent to the media annually. An individual may petition the Tax Authority to remove their name from this list where a specific personal reason exists. The Tax Authority has not elaborated on what specific personal reasons means but they may be related to financial, health or security matter. 

Tax details are still, however, available when individually requested. Persons who have previously been on the media list or otherwise the subject on public attention will be likely to have their details individually checked by the media outlets. The Tax Authority’s interpretation does offer some privacy to individuals earning over 100k for the first time.
